You gotta go to Your Hogwarts Legacy game directory, probably C > steam library > steam apps > common > hogwarts legacy > phoenix > content > paks and make an empty folder named mods inside of it. I thought you just put mod folder in the content folder. These might indeed be removed depending on the method of uninstallation.
